Jones (1797 - 1861) was an English painter known particularly for his sporting subjects. He was the father of Charles Jones, also a noted animal painter.
A "hack," in this sense is "A horse, esp. one of a calm disposition, used for general riding on a road, path, etc., as distinct from cross-country, military, or other kind of riding; a road horse" (Oxford English Dictionary).
